Function createReorderOp

Op: shift each id within its parent's child order per direction:

• 'forward' — bump one step toward the top
• 'backward' — bump one step toward the bottom
• 'front' — move to the top, preserving relative order
• 'back' — move to the bottom, preserving relative order
